Depends on how the suspension is set up. Sometimes you can cut off where the wheel attaches and lower it that way.

Doesn't tha '66 chevelle have a coil spring rear axle? just cut tha coils er springs. For tha fronts, since tha "A" frames don't articulate, just drill new holes up higher (closer to tha top "A" frame [in what they use to replicate a spindle]) and insert some plastic rod for an axle stub.
